it's a highway sign saying: "50km when children playing on highway" with a picture of kids playing soccer.

Some member's rep power is higher than others, for instance pleasing Zap gets you more points than pleasing a newbie.

In your UserCP, in the header of the reputation given table, on the right it tells you how much rep power you have. I think mine is currently set at 2.

True for now. But that won't always be the case.
I've set it so that the admin follows the same rules as everyone else. I just started out with more.
It's like pagerank. You have to have some in order to pass it along to others.
