I think you need to change reputation table
"Your Reputation Power is 0 Points"
Which means I can give you 100 reps and you still will get 0
Why don't you change it to 20 Basic
Positive 50
Negative 10
and then set Reputation Power to number that will reflect reputation of giver based on his/her reputation number
Otherwise, why bother and have that option in a first place

The reputation system is setup the way it is for a reason.
Most places have it set so that a person can full green blobs and rep power quite quickly.
In those cases, why bother?
So, I setup what I think is a more balanced system. Admins have the ability to rep, right out of the box. So, I will be paying attention to rep and new members. Additionally, each new member gets 1 point to start off with and points are added with posts made and days spent as a member. Your rep won't count immediately. You have to reach 50 posts before your rep counts on others.
In other words, your rep will count. Just not right away. And that's how I have it setup on purpose because of "run away rep" on other boards.

The reson I mention that, I made more than 50 posts but it still says 0 power.
Check to see maybe something in config is screwed.

That's not the only limitation. ;)
